Summary:How does the consolidation of democracy is viewed by the political elite?What are the meanings and values that makes elite regarding the political regime and its institutions?Does the latter suppose a reference guide for citizens?This article, from a descriptive-comparative perspective aims to account for the influence of the political elite in the consolidation of democracy, and the meaning and value, they attach to the political regime and its institutions. The questions mentioned will be responded with the theoretical and methodological guidelines that frame this type of study as well as institutions based perspectives in which they operate. Incorporating, incidentally, the role that plays Andean political elite, with their attached values in the consolidation of democracy in the region. Role as evidenced in his opinion, attitude, and value towards political objects.
