Summary:This document is important, because it allows to determine and to analyze thebehaviour of the foreign trade that the District of Santa Mart has had, since theopening process, through a balance of the productive sectors. The possible strengthsand weaknesses of the District are identified, as opposed to which could be theevolved version of the economic opening, based on commercial agreements of whattoday is called TLC, because it will allow to correct errors from the past and createsuitable commercial policies, to adapt the exporting unions to the new conditions ofthe market that demand the new commercial negotiations, by means of alternativesof improvements that allow the growth and development of the economy of the city,through increase of its exports and diversifying of the exportable supply.
