Alcances del anticipo y pago anticipado

El Estatuto de Contratación Estatal regula el tema del anticipo y el pago anticipado sin establecer su diferencia. Mientras el anticipo busca facilitar al contratista la financiación de los bienes, servicios y obras que se le han encargado con ocasión el contrato, a través del préstamo de recursos que conservan su carácter público u oficial, el pago anticipado es una retribución parcial que recibe el contratista en virtud de un contrato suscrito, recursos que ingresan de manera permanente a su patrimonio.
