Description
Summary:Colombia is experiencing an alarming situation in terms of overcrowding and the poor conditions that are offered to inmates in prisons. Currently there are 108,000 men and 7,777 women who are serving their sentences, these figures exceed 45% of overcrowding in the 43 detention facilities. The humanitarian crisis in the prison system in Colombia has always been related to the male population, taking into account the magnitude it encompasses. However, despite the fact that the number of women is less than that of men, they are being violated equally. They are not provided with the required health conditions. The state has to take action on the matter, taking into account that 9 out of 10 women deprived of freedom in Colombia are mothers. For this reason, it is time to expand this vision and take remedial measures involving both genders, taking into account that both men and women are being violated their rights. The project's central alternative is the construction of a new prison for the San Diego and Ternera units outside of Cartagena. A location has been chosen around the new Governorate of Bolívar, at the intersection of the Trunk of the Caribbean with the Mamonal-Gambote Variant. An area of approximately 4 hectares is planned for the new prison. Regarding the design of the San Cipriano detention center, structural design will be made to the largest prison building, road and pavement design of the roadway that will be integrated, design of the potable and sanitary network, design of foundations and environmental studies, all created in an integral way to be able to have as a result the general design of the San Cipriano prison. Only the design of a single building will be made due to the dimensions that are contemplated for this, which are more than 2,000 square meters on its own. obtaining a general design of a solution to the problem posed.
