Summary: | This paper aims to analyze women’s participation in the Development with Territorial Approach Programs (PDET) from a gender perspective. The PDET were issued in Decree 893 of 2017 and originate in the first point of the Peace Agreement between the Colombian government and the FARC-EP, which contains the Integral Rural Reform guidelines. The paper analyzes the implementation strategies of the aforementioned decree to determine if women are guaranteed and allowed to participate actively and in a differentiated manner in the rural territory’s transformation during the post-agreement, and if such participation constitutes an effective affirmative action that seeks gender equity and the historical claim of women’s rights. The methodology for gender analysis regarding legal aspects proposed by Alda Facio is adopted as a guide to determine the material presence of the gender equity approach for women. Basic concepts on gender and affirmative actions, as well as the treatment they are given in Decree 893 of 2017 are analyzed to contextualize the current situation of inequality experienced by rural women in Colombia and the role assigned to them in the Integral Rural Reform. |
