description eng: This study explores the role that environmental conservation organizations play in the development of civil society, specifically in Panama. While civil society has been lauded by development institutions, civil society organizations and political theorists as a prime actor in the establishment of democratic norms of practice, the essence, existence and functioning of any civil society must be understood to be geo-historically dependent. Panama is an excellent example of why this is so. Panama's own history is tied to its political and economic function as a nation that services the interests of other nations, most recently characterized by relations particular to the Panama Canal, the Colón Free Trade Zone, the off-shore banking industry as well as the unofficial money laundering, drug and arms trade industries. The political and economic developments in Panama related to its history of service cannot be separated from the rhetorical and/or practical efforts now being made by international and national governmental and nongovernmental to strengthen democratic structures through the coherence of civil participatory organizations into an actual civil society. This necessities and challenges associated with this coherence of individual organizations into a wider societal web, which draws not only from a romanticized lower, rural class, but from the participation of all sectors and classes of society, is the subject of this dissertation. I draw on the rhetoric and practices centrally organized by the establishment of and functioning relationships specific to the FIDECO environmental trust fund. This fund exists through the combined efforts of the government of Panama, USAID, the Nature Conservancy and, now, Fundación NATURA. By focusing on this trust fund, the issues of traditionalized formal and informal relationships, scales of influence, economic and political disparities and power struggles, long-term international relations and so-called corruption are each foregrounded as key facets to understanding the identity and possibilities for civil society in Panama. Folklorists are specifically addressed in my efforts to expand on the already challenged notion of the folk, of context, of process, of authenticity and purity. Civil society is a prominent concept that folklorists will benefit by addressing in our desire to increase the cross-pollination between of the theories and interests our discipline and those of others.

Si bien la sociedad civil ha sido alabada por las instituciones de desarrollo, las organizaciones de la sociedad civil y los teóricos de la política como un actor principal en el establecimiento de normas de práctica democrática, debe entenderse que la esencia, la existencia y el funcionamiento de cualquier sociedad civil dependen de la geohistoria. Panamá es un excelente ejemplo de ello. La propia historia de Panamá está ligada a su función política y económica como nación que sirve a los intereses de otras naciones, caracterizada recientemente por las relaciones particulares con el Canal de Panamá, la Zona Franca de Colón, la industria bancaria off-shore, así como las industrias no oficiales de lavado de dinero, drogas y comercio de armas. Los desarrollos políticos y económicos en Panamá relacionados con su historia de servicio no pueden separarse de los esfuerzos retóricos y/o prácticos que se están haciendo ahora por parte de organizaciones gubernamentales y no gubernamentales internacionales y nacionales para fortalecer las estructuras democráticas a través de la coherencia de las organizaciones civiles participativas en una sociedad civil real. Las necesidades y los retos asociados a esta coherencia de las organizaciones individuales en un entramado social más amplio, que se nutre no sólo de una romántica clase baja y rural, sino de la participación de todos los sectores y clases de la sociedad, es el tema de esta disertación. Me baso en la retórica y las prácticas organizadas centralmente por el establecimiento y las relaciones de funcionamiento específicas del fondo fiduciario ambiental FIDECO. Este fondo existe gracias a los esfuerzos combinados del gobierno de Panamá, USAID, Nature Conservancy y, ahora, la Fundación NATURA. Al centrarse en este fondo fiduciario, las cuestiones de las relaciones formales e informales tradicionalizadas, las escalas de influencia, las disparidades económicas y políticas y las luchas de poder, las relaciones internacionales a largo plazo y la denominada corrupción pasan a primer plano como facetas clave para entender la identidad y las posibilidades de la sociedad civil en Panamá. Los folcloristas son abordados específicamente en mis esfuerzos por ampliar la ya cuestionada noción de lo folclórico, del contexto, del proceso, de la autenticidad y de la pureza.
