Summary:Through this degree work, it is intended to identify the functional effect of public mobility policies and last mile for loading and unloading urban merchandise in the store to store channel (T.A.T.) case company "Distribuidora La Zona SAS". In order to fulfill this objective, first, a classification of public policies (national and regional) is carried out; secondly, the operations and functions of the urban distribution of merchandise process "DUM", of the company DISTRIBUIDORA LA ZONA S.A.S, are organized in the handling of hygienic products for the store to store channel in the city of Cali; Finally, the operational and economic effect of the regulations in force in the time and service indicators is defined. The methodology used was of theoretical-practical qualitative type, since the document refers to subjects and subjects that can not be quantified directly; Likewise, data was collected from direct observation, through interviews, research and analysis. It is concluded from public policies that certain merchandise distribution plans are promoted that are based on the last mile and that take into account the economic development of the region. It was also noted that the existing public policy focuses on the limitation of traffic flow and access restrictions, rather than offering an integral solution to facilitate the transit of merchandise that sustains the activities of society. When carrying out the diagnosis of the operational effect of the DUM, in the corresponding zone, to Carrera 39 and carrera 27 and on the other side, between 23rd street and 27th street; it was established that, in these spaces, because they are commercial, there is evidence of vehicular congestion, as vehicles are parked on the platforms, mostly unauthorized. Finally, through this proposal it was possible to establish the value it has for business operations, to have relevant information, updated and in real time for consultation; this, taking into account that, of 12 runs developed, for 4 TAT distribution routes, with an average of 10 customers visited in an 8-hour day by three vehicles, in three zones, with an average of 20 manzanas and 32 routes of connection, the average operational efficiency was 64%
