Summary:The present work of degree develops an economic evaluation, implementing the cost minimization methodology to a program of attention applied to the chronic disease Diabetes Mellitus implemented by the IPS GESENCRO SAS, this program was implemented four years ago, under a model of comprehensive health care centered in the patient which seeks to perform and accommodate patients with chronic noncommunicable diseases for a much more optimal risk management for both the patient and the main actor and for the health system, especially for insurers seeking to minimize care at third-party levels of attention. The program of comprehensive care for chronic diseases is a program of care that controls and welcomes the population suffering from a chronic disease by providing a service where they have the possibility of being attended to by monthly use frequencies and without needing authorization, paperwork and with its insurer, which the IPS has a multidisciplinary health group to ensure the welfare of the population to which it is directed. This program aims to solve the problems presented by EPS and users in general by the lack of control of chronic patients who ultimately ended up in hospitalizations, emergencies and ICUs that generate the cost overruns for EPS. In this way it has been possible to demonstrate that patients with this type of diseases that were previously found in other models of their disease management have reduced admissions, hospitalization, ICU, among other interventions. The reduction in expenses in these cases are evident. The present work aims to demonstrate that the implementation of this type of programs can improve the quality of the health service provided in Colombia, and in effect, improve the social welfare of people suffering from chronic diseases
