description El desarrollo ha sido preocupación permanente de los pueblos. La teoría tradicional postula que un prerrequisi‑ to para el logro de niveles más altos de bienestar para la población, es la acumulación de capital y el crecimiento económico. Este artículo pretende mostrar que la causalidad es al revés y, por lo tanto, una economía que aspire a crecer de forma acelerada debe hacer inicialmente, un esfuerzo grande de inversión social creadora de capital humano, es decir, en potencializadores/satisfactores sociales en la población, para acelerar su desarrollo económico. El enfoque, sin descono‑ cer los aportes hechos previamente al tema, integra en una visión antro‑ pocéntrica los objetivos, los medios y las restricciones del desarrollo en el entendido de que el ser humano es, a la vez, el sujeto y el objeto del desarrollo, en un contexto de crecimiento económico con equidad, sostenibilidad ambiental, eficiencia institucional y entorno internacional favorable

Traditional theory states that the achievement of higher levels of welfare has as prerequisite high rates of capital accumulation to accelerate economic growth. This pa‑ per attempts to show that causality is the other way around and, therefore, an economy interested in achieving high rates of economic growth must allocate significant amounts of its resources to social investment in order to create a minimum amount of potential/satisfaction in the population to increase their productivity and stimulate economic growth.
