Summary:The configuration of power relations in the administrative territories of China is essential to understand the changes in economic and social processes. Within the complex and unstable political geography of China, “cities at the provincial level” (直辖市 zhixiashi) are characterized by being the only territories directly managed by the central government, being recipients of economic strategies and infrastructure projects fundamental to the economy of the country. This article will discuss the reform of parastatal infrastructure development companies in Shanghai and its application in the city of Chongqing, as well as the construction of the Three Gorges Dam, to show the way in which the Chinese central government establishes and manages “cities at the province level” as territorial strategies to control economic processes.
