La falta de garantías que se le brinda a esta población y los limitados recursos tecnológicos a los que tienen acceso estas personas ha impulsado la idea de desarrollar un Centro de Ingeniería y Tecnología de Rehabilitación creado a partir del convenio Escuela de Ingeniería de Antioquia- Universidad CES y el programa de Ingeniería Biomédica, cuyo principal objetivo es la prestación de servicios en las áreas de Prótesis, órtesis, Tecnología Asistida y Análisis de Movimiento y Sistemas Diagnósticos, que se diferencian de la competencia en la tecnología de última generación utilizada en la fabricación de los productos y la implementación de los servicios, el uso de la investigación como método para medir la efectividad de los tratamientos, los costos menores a los de la competencia y un seguimiento continuo del paciente y su condición, todo lo anterior realizado por un equipo multidisciplinario de gran calidad humana. Con el fin de determinar la viabilidad de dicho proyecto, se procedió a la realización de un plan de negocios fundamentado en un análisis del mercado y un análisis de la competencia que determinaron la participación del Centro en el Mercado y el tipo de servicios que requiere este sector de la población y que está en condiciones de adquirir, ya sea de manera directa o a través de la entidad aseguradora a la cual se encuentre afiliada. A partir de estos resultados, se realizó un análisis técnico para determinar la operación del negocio y determinar la capacidad instalada de este, seguido de un análisis administrativo enfocado a determinar la estructura organizacional del Centro y las estrategias que este debe seguir para lograr continuidad y crecimiento. La viabilidad financiera del proyecto se determinó a partir de un estudio de costos y un análisis económico cuyos resultados se valoraron en la evaluación final del proyecto. De esta manera, se concluyó la aplicabilidad y rentabilidad de una institución de este tipo, la cual puede aportar a la sociedad no solo al brindar herramientas para la reintegración de la población en situación de discapacidad, sino también en la producción científica que allí se puede generar y cuyos resultados pueden brindar herramientas para la modificación y mejora de diferentes tratamientos.Abstract: Disability can be seen as a social, economical and environmental condition that affects an increasing amount of people now days, especially in Colombia, where this population is somehow unattended and has a very limited access to the technological resources and tools available for their specific condition. Therefore, the development of an Engineering and Rehabilitation Technology Center, created from the Escuela de Ingenieria de Antioquia- Universidad CES agreement and the Biomedical Engineering program seems like an appropriate idea. The main goal of such center is to provide the population with limited motor and communication skills with services in the orthosis, prosthetics, Assistive Technology, Motion analysis and Diagnostic Systems field, that differ from the services already available in the fact that state of the art technology will be used during the entire process with the patient and in the fact that all of this products and services will be aimed towards a scientific research environment. It is also expected for the Center to have lower prices compared to its competitors because of the fact that some products and services will be funded by scientific projects. Another characteristic that may give more recognition to the center is the patient follow up process, which has more continuity compared to other institutions. The Business Plan exposed in this paper was written in order to determine the economical viability of the Project. This business plan was based on a market analysis fallowed by a competence analysis, both of which helped determine the portion of the market in which the Center would operate and the products and services needed by this particular market segment. The way in which this products and services reach the final costumer was also assessed since some of the costumers may not access these products directly, but instead they are acquired by an intermediary such as a public or private insurance company. These results provided the tools for a Technical Analysis, in which the entire operational system of the center was stated followed by an analysis that aimed to determine the Center’s maximum operational capacity. In order to establish the different management strategies required by this particular institution that allow it to grow in the future, a management analysis was performed, which also helped in finding out the administrative structure. Finally, several budgets were derived from the operational costs that helped in the construction of a financial analysis which was the most important point to evaluate the Project.
