No obstante la reciente creación del área financiera en este centro zonal, la disposición firme de su personal y la cercanía de las entidades contratistas hacen posible la implementación de los controles necesarios mediante un esfuerzo razonable tendientes al mejoramiento en los procesos de comunicación entre el ICBF y las entidades que con el contratan.El objetivo fundamental del trabajo es lograr el diseño de mecanismos de control, evaluación y seguimiento a la inversión financiera del ICBF en el centro zonal numero 12 del oriente cercano Antioqueño para los programas de hogares infantiles, instituciones de protección, Clubes prejuveniles y juveniles. Al iniciar el proyecto se encontraron grandes dificultades por la inexistencia de controles financieros previos lo que sin duda hace muy difícil determinar la situación financiera actual, además se presumen serias irregularidades en la ejecución de los contratos de vigencias pasadas dado el atraso en la rendición de cuentas por parte de los contratistas. De otro lado se encontraron dificultades técnicas para implementar futuros controles derivadas de la escasez y poca disponibilidad de recursos por parte de los funcionarios del ICBF, no obstante su férrea voluntad y el espíritu de lucha que los acompaña sirvieron como aliciente en la tarea de realizar este proyecto. Finalmente se recomienda la adopción de los formatos de supervisión y control financiero diseñados durante el trabajo con el fin de ejercer un control financiero profundo a la multiplicidad de contratos que se ejecutan en la actualidad en el centro zonal del oriente y que requieren de una vigilancia permanente para evitar malos manejos y delitos comunes relacionados con las finanzas publicas. Tales formatos cumplen con el objetivo de mantener un flujo de información actualizada, ágil y veraz útil en la toma de decisiones cotidianas como la implantación de medidas correctivas en contratos que presentan atrasos en la ejecución presupuestaria o generan excedentes económicos de cuantías considerables. además ayudan a comprometer a los funcionarios del centro zonal en el tema del control y vigilancia minuciosa de los contratos ya que cada formato se asigna a un responsable que debe velar por su actualización continua y por la formulación de propuestas derivadas de la practica que mejoren los procesos de contratación no solo del ICBF en el oriente cercano Antioqueño sino en toda la Nación.ABSTRACT: The ICBF on his concern for rationalize their own investments and practice an strict financial control over the sames on the Antioquenian near east jurisdiction has found difficulties based on the inexistence of internal control mechanisms that gives clear, precise, agile and useful information for the daily decisions that manage to the improvement of the financial and administrative labor of the named center. However the recent creation of the financial division on the center, the strong aptitude of the staff and the nearness of the contractors entities makes possible the implementation of the necessary controls by a reasonable effort tending to the communication processes improvement between the ICBF and the entities that contract with it. The principal work’s objective is to obtain the control mechanism’s design, evaluation and following to the financial investments of the ICBF on the number twelve zonal center of the Antioquenian near east jurisdiction for the programs of children homes, protection institutes and young people clubs. At the beginning of the project a lot of difficulties was found because of the inexistence of previous financial controls that without a dude makes hard the determination of the present financial situation. Beside I presume serious irregulations on the contraction execution of past forces for the delay of given an explanation of accounts by the contractors. On the other side technical difficulties was found for the implementation of future controls derived of lacks and low availability of resources from the staff of the ICBF, beside their strong disposition and fight spirit was an incentive in the work of making this project. Finally I recommend the adoption of financial supervision and control formats designs during the work with the finality of obtain a deep financial control over all contractsat present executed in the east zonal center and that needs a constant vigilance to avoid bad manages and common crimes about public finances. These formats perform of a permanent vigilance to avoid bad management and common crimes related with public finances. This formats fulfill with the objective of keeping an actualized, agile, thrutful and useful information flow for the daily decisions like the implementation of corrective measures in contracts that presents delays on it’s budget executions.
