No obstante la creación del área financiera en este centro zonal, la disposición firme de su personal y la cercanía de las entidades contratistas, hacen posible la implementación de los controles necesarios, mediante un esfuerzo razonable, tendientes al mejoramiento en los procesos de seguimiento y control de los dineros aportados por el ICBF. Los Manuales de Instrucciones aquí diseñados permiten ejercer un control financiero profundo a la multiplicidad de contratos que se ejecutan en la actualidad en el centro zonal del oriente y que requieren de una vigilancia permanente para evitar malos manejos y delitos comunes, relacionados con las finanzas públicas. Tales manuales, cumplen con el objetivo de brindar una guía práctica, ordenada, rigurosa, didáctica y completa con el fin de presentar de la manera correcta los informes financieros exigidos por el ICBF por parte de las entidades contratistas; lo cual sin duda permitirá implementar medidas correctivas en contratos, que presentan atrasos en la ejecución presupuestaria o generan excedentes económicos de cuantías considerables. Además ayudan a comprometer tanto a los funcionarios del centro zonal, como a la comunidad beneficiaria, en el tema del control y vigilancia minuciosa de los contratos públicos, ya que cada manual debe ser estudiado de manera rigurosa por ambas partes, con el fin de comprender la importancia de los informes a presentar y la cantidad y calidad de la información requerida para la presentación de los mismos. Las partes, además deben velar por la actualización continua de los manuales de instrucciones y por la formulación de propuestas derivadas de la práctica, que mejoren los procesos de contratación, no sólo del ICBF en el oriente cercano Antioqueño, sino en toda la Nación.ABSTRACT: The Colombian Institute of Bienestar Familiar (ICBF) in its preoccupation to rationalize the investments and to exert strict a financial control on the same ones in the jurisdiction of the Antioquenian near east, involving of direct way the benefited community, has been with difficulties originated in the lack of clarity and precision in the financial information presented by the organizations contractors, which makes the work difficult and slow of pursuit and control on the money contributed by the ICBF, for the contract execution that leads to the improvement of the quality of life of the minors of the Antioquenian near east. Despite the creation of the financial area in this zonal center, the firm disposition of their personnel and the proximity of the organizations contractors, make the implementation possible, by means of a reasonable effort, conducives to the improvement in the processes of pursuit and control of the money contributed by the ICBF. The Manuals designed here allow to exert a deep financial control to the contract multiplicity that is executed at the present time in the zonal center of the east and which they require of a permanent monitoring to avoid bad handlings and common crimes, related with the public finances. Such manuals, fulfill the objective to offer a practical, ordered, rigorous, didactic guide and completes with the purpose of presenting of the correct way the financial information demanded by the ICBF on the part of the organizations contractors; which without a doubt will allow to implement corrective contract measures, that present/display delays in the budgetary execution or generate excessive economic of considerable quantities. In addition they help to jeopardize so much to the civil employees of the zonal center, like a the community beneficiary, in the subject of the control and meticulous monitoring of contracts public, since each manual must be studied of rigorous way by both parts, with the purpose of including/understanding the importance of the information to present/display and the amount and quality of the information required for the presentation of such.
