The population consisted of university unions, as shown in a population census was considered. The results are: neglect in communication mechanisms; treatment of critical points not covered in the current strategy. It is concluded that lack of formality, one goes to traditional methods and the availability of technologies but not structurally.

La investigación de carácter positivista, descriptiva, documental con diseño no experimental, transeccional, de campo, aplicó un cuestionario tipo Likert, con nivel altamente confiable de 0.82 según Cronbach. La población estuvo conformada por gremios universitarios, como muestra se consideró un censo poblacional. Los resultados destacan: desatención en los mecanismos de comunicación; tratamiento de nudos críticos no contemplado en la estrategia actual.
