Summary:In Colombia, public service rates imply a system of cross subsidies. The objective of this document is to analyze the performance of this scheme for the electric power sectors and how this service affects, as a fundamental right in the vulnerable population of the city of Barranquilla; identifying the coverage, targeting and redistribution thereof. The impact on the purchasing power of households and the financial sustainability of the system, in terms of subsidy and its regulation, are analyzed. In the analyzes carried out, it is found that the stratification mechanism from which the subsidies are distributed does not focus well on the benefits, does not allow a progressive redistribution of resources and generates a costly deficit for the companies and the State. Finally, a poor performance of the regulation in this type of subsidies is concluded, which indicates the need to adjust the current subsidy scheme. In response, in this document, its recommendations suggest some alternatives to improve the current scheme.
