Sostenibilidad fiscal y garantias constitucionales

Fiscal Sustainability is a constitutional amendment that comes into legal existence in a rather special because it creates a number of positions on their true objective, since for many shows as a very malleable concept that resulted facing all social classes in Colombia, as it is configured as a mandate underscores the need to regulate economic public policies that can ensure the medium and long term, the continued provision of government benefits that it provides citizens as result of the social state of law, benefits to which they are also known as (economic, social and cultural DESC.) - But on the other hand this concept which was strengthened as a guiding principle, created a downside, as many of their opponents pose, although it seeks to guarantee certain rights, limits to others, because all the benefits the state offers is are conditioned on the economic capacity of the same which leaves on the floor is "guarantee" that the state seeks to offer
