Summary: | One of the elements in which there rests the biggest legitimacy of the modern constitutional states, is the state aptitude to solve the conflicts arisen between the individuals. In parallel, the essential purpose of any legal and juridical system is the es tablishment of clear rules to find just and equitable solutions to the disputes. Undoubtedly, the justice integrates and groups the main edges of legitimacy of the modern political organization, such as the coexistence appeases, the institutional credibil ity and the levels of confidence and economic growth. On the contrary, the lack of an effective and complete justice, it is reflected or is translated principally in impunity or not decisive crimes and congestion or delay in the step of the processes. This , in last, generates a negative perception of the judicial institucionalidad on the part of the citizen and an absence of access to the formal system of resolution of conflicts |
