Nowadays, a great number of problems have stopped the development of the downtown since a few decades ago. Illegal occupation of public space is a growing problem, as well as is an esthetic issue, citizens' rights crash unavoidably. Attempts to solve this situation have been in vain, meanwhile all this gets more severe. This investigation tries to reach the roots of the Barranquilla downtown complex condition offering an objective proposal based on an efficient and effective answer.

Dicha zona tiene especial connotación por ser un eje comercial. Se requiere un cambio de paradigma administrativo que procure un sostenido desarrollo urbanístico. Hoy día se presentan varios problemas que impiden el progreso de esta zona de la ciudad, desde hace varias décadas la invasión del espacio público es una problemática que va en ascenso. Además de los aspectos estéticos, se presentan choques entre algunos derechos de los ciudadanos. Se han realizado ineficientes intentos por resolver el problema, sin solución definitiva, tornándose dicha realidad, cada vez más grave.
