Summary:We present in this work A proposal for teacher training in the educational use of TIC for its articulation and effective appropriation in the Educational Institution of Flowers Hill Bilingual School. The objective of this training proposal is to induce changes in teaching practices using TIC to articulate and appropriate the pedagogical activities within the classroom, being this a process of educational innovation that can become a contribution to improve the quality of teaching. It should be noted that the Ministry of National Education through endowments and donations, is including not only learners, but also educators in the world of TIC, however it is not enough because in the Educational Institution Flowers Hill Bilingual School, teachers are not using these tools due to multiple factors that have focused their attention of researchers worldwide in order to improve teaching practice. This research, entitled "Proposal for Teacher Training and Development of Competences for the Incorporation and Educational Appropriation of TIC in Basic and Media", was conducted under the mixed methodology, where in the collection and analysis of the data instruments were used as questionnaires closed. Faced with the results obtained, it was evident that there is a lack of motivation and lack of confidence for the appropriation of Technological Tools by teachers, another factor that affects negatively to achieve the objectives proposed in this project is that the Institution has high-end technological resources, but teachers do not have access to them as such, only in the area of Information Technology
