Comparación económica del cambio de metodología para remunerar la actividad de distribución de energía eléctrica: caso Colombia

This research is an economic analysis of the change in methodology remuneration to undertakings carrying on the activity of electricity distribution in Colombia. This methodology was determined by CREG Resolution No. 097 of 2008, however, the Energy and Gas Regulation Commission, entity responsible for the services of electricity and gas in Colombia; presented a regulatory proposal through CREG Resolution No. 179 of 2014, to modify the remuneration methodology for electric power distributors. In the process of reviewing and disseminating the proposed resolution, the CREG made modifications considering the comments and analysis of third parties. As a result, the CREG finally issued CREG Resolution No. 015 of 2018, officially establishing the methodology for remunerating the activity of electricity distribution. Based on the decisions taken by the regulator, a bibliographic review of the different remuneration methodologies was carried out to understand the behavior of the market with the implementation of this resolution. Likewise, the economic comparison of the resolutions will allow for the establishment of the technical legal viability.
