Summary:The integral formation of the students is a priority issue for the Ministry of National Education, which provides, through the transversal pedagogical project of Education for sexuality and citizenship construction, the development of human dimensions and the strengthening of the student’s life project. In this context, this research has as its general objective to base a proposal that makes viable, at the basic-secondary level, the application of the Sexuality Education program and the construction of citizenship, aimed at strengthening the life project of the students of an institution from the rural area and an institution from the urban area. The results were obtained under a mixed (qualitative- quantitative) approach, a mixed paradigm, whose research design (mixed) incorporates a theoretical component (documentary) and a practical component (field study). The analysis units are represented by students and teachers from the educational institutions David Sánchez Juliao of the district of Barranquilla and Juan Dominguez Romero from the township of Caracolí, Malambo; which were surveyed facing the perception on the subject. The results reveal that the two institutions have established the pedagogical project of Education for Sexuality and Construction of citizenship in their curriculum and in their PEI, but they do not mainstream it in the curricular grid, generating segmented processes that limit integrated educational practice. For this reason, a pedagogical proposal is done in order to facilitate the mainstreaming of this program, taking the ministerial guidelines as a reference.
