El transporte constituye un pilar esencial para la conectividad y el desarrollo de comunidades rurales en Valledupar, una región marcada por desafíos estructurales que afectan la eficiencia, accesibilidad y seguridad de su sistema vial. A pesar de ser considerada un modelo en planeación urbana y en la implementación de un sistema estratégico de transporte público (SETP) a nivel nacional, el municipio enfrenta serios problemas en su infraestructura vial, especialmente en las zonas rurales, lo que perpetúa la desigualdad entre los sectores urbanos y rurales. Esta investigación analiza los factores determinantes en la elección modal de los habitantes de zonas rurales ante la implementación del Sistema Integrado de Transporte Público de Valledupar (SIVA), específicamente en los corregimientos de Patillal, Rio Seco y La Vega, donde actualmente no existe cobertura. El objetivo principal fue estimar la aceptación del nuevo sistema de transporte público colectivo, considerando variables clave de los usuarios. Se emplearon modelos de elección discreta basados en datos de preferencias declaradas en donde se evaluaron atributos como el costo del pasaje, tiempo de viaje, tiempo de espera, tiempo de acceso (caminata), confiabilidad del servicio y frecuencia. Los resultados indican que estas variables tienen gran incidencia en la elección de viaje de las personas y que la confiabilidad es la variable más importante para garantizar la utilización de un nuevo servicio en los corregimientos |

Despite being considered a model in urban planning and the implementation of a strategic public transportation system (SETP) at the national level, the municipality faces serious issues with its road infrastructure, particularly in rural areas, which perpetuates inequality between urban and rural sectors. This research analyzes the key factors influencing modal choice among rural inhabitants regarding the implementation of the Integrated Public Transportation System of Valledupar (SIVA), specifically in the rural districts of Patillal, Rio Seco, and La Vega, where coverage does not currently exist. The primary objective was to estimate the acceptance of the new public transportation system, taking into account key user variables. Discrete choice models based on stated preference data were employed, evaluating attributes such as fare cost, travel time, waiting time, access time (walking), service reliability, and frequency.
