| Summary: | In the Barranquilla Special District, the importance of the Local Admnistrative Boards, a corporation that, with appropriate performance, would not be understood as the most effective tool of the State to achieve the integral Development of the communities. Meanwhile, the disregard of Law 1617 of 2013 by the disctrict administration, in terms of decentralization and Local Development Funds, has systematically hampered the operation of the LAJ as a democratic Enhancement Mechanism. Being this its main role in society, considering that the continuous interaction of the members of this corporation with the community, constitute an essential phenomenon to integrate the work or the public exercise in front of the citizenship, which is understood as deepening in the object of democracy, that is to establish a direct relationship between the electors and those who were popularly elected. |
