Para dar cumplimiento a dicho objetivo se realizó un estudio exhaustivo de la Constitución Política, la Ley, la Doctrina, y la Jurisprudencia, a fin de determinar si es necesaria la coexistencia de un proceso disciplinario y administrativo para sancionar a un educador que incurre en dicha situación administrativa.
