El objetivo fundamental de esta investigación fue Identificar las causas por las cuales el Municipio de Puerto Colombia presenta bajos niveles de Inversión en los distintos sectores sociales, para llegar a esta instancia tuvimos que realizar varias actividades plasmadas en los siguientes objetivos específicos: Analizar la ejecución presupuestal de ingresos del Municipio de Puerto Colombia para las vigencias Fiscales 2.011 y 2.012; analizar la ejecución presupuestal de gastos del Municipio de Puerto Colombia para las vigencias Fiscales 2.011 y 2.012 y Analizar la ejecución del plan de inversiones del municipio de Puerto Colombia durante las vigencias 2011 y 2012. Para lograr el fin de esta investigación hicimos varias visitas a la población, realizamos preguntas a muchos habitantes, analizamos los informes enviados a las entidades de control y recibimos mucha documentación por parte de funcionarios de la actual administración Municipal. El Municipio de puerto Colombia se proyecta como destino turístico del departamento y como el gran beneficiario del auge de la construcción que se presenta en el norte del departamento del atlántico. Muy a pesar del incremento de los ingresos estos no son percibidos por los habitantes de la población, pero porque sucede eso: Debido al bajo nivel de inversión realizado en el Municipio ocasionado por el excesivo gasto de Funcionamiento de la Alcaldía Municipal y esto se torna más complejo cuando este presenta un comportamiento creciente desde hace varios años. Se deben tomar medidas urgentes y definitivas que conlleven a la racionalización del gasto. |

To achieve the aim of this research made several visits to the population, we conducted many people questions, we analyzed the reports sent to the control entities and received a lot of documentation on the part of officials in the current Municipal administration. The Municipality of Port Colombia is projected as a tourist destination in the department and as the great beneficiary of the construction boom that occurs in the northern department of the Atlantic. Very despite revenue growth these are not perceived by the inhabitants of the population, but that happens: Due to the low level of investment made in the municipality caused by overspending on the Functioning of the Municipality and this becomes more complex when it presents a growing trend for several years.
