Summary:This project was aimed to evaluate one of the fundamental parts of the environmental management in the municipality of Baranoa: management of public services, using the instrument of citizen participation. To do this, first the current state of public services in the municipality was characterized through the document review, then the perceptions of the community Baranoa was analyzed with respect to the provision of public services as indicators of environmental management, Finally, a proposal for environmental management that get involved the perception of the community in the municipality was proposed. In order to meet the operational and strategic vision outlined by the Municipal Development Plan (MDP), the national policy on urban environmental management, national and organizational proposal for the proper functioning of the system Municipal Environmental Management (SIGAM) documents that could serve as a guide for the characterization of the current state of public services in the municipality of Baranoa were revised, which allowed us to detect some gaps in the information reflected these documents versus the issues raised by the administration of the municipality of Baranoa, added to the perception of the community, gathered through the application of three hundred surveys. While it is true, there are inherent environmental management activities, seen as generating quality of life of the population, as is the provision of public services (Usaquén, 2010). In the specific case of the municipality of Baranoa, these services provide much of its population, including basic sanitation and energy. However, no information about the ways in which the community participates in the GAM, both in management and in its monitoring or control, much less how it responds to any shortcomings by the GAM evidence
