Summary:Within the framework of the public function of urbanism as an inherent competence of the District Administration, it includes the orientation of territorial development under its jurisdiction, as well as the regulation, utilization, transformation and occupation of space, in close harmony with the economic development policies and social development of the Nation, the Department and the Metropolitan Area, the environment and historical and cultural traditions. The norms object of the present Article 15 of the Law 388 of 1997. are circumscribed to the scope of the territorial jurisdiction of the Special District, Industrial and Port of Barranquilla. URBAN DEVELOPMENT AND URBAN STATISTICAL RULES: For the purposes of this research, on the Urban Development of the District of Barranquilla, it refers to the foundations and guidelines defined in the Territorial Planning Plan, specified in the set of urban norms established for the administration of the same, framed in the classification indicated in Article 15 of Law 388 of 1997. The main objective of this research in accordance with the territorial order is the integral development of the territory and the equitable distribution of its attributes in order to improve the forms of coexistence, growth and development of the District. In accordance with Law 388 of 1997, the Territorial Planning process establishes a model of a long-term territorial structure, by more productive, equitable and sustainable cities and municipalities where the participation and commitment of the various local actors is involved.Based on this topic, a field study was conducted in which the element to be used was a survey, to verify the knowledge of the inhabitants of this sector; verifying the knowledge that they possess regarding urban compensations. This research is one of the most interesting topics for the legislation on urban compensations in relation to territorial ordering. In this way, it is established with mandatory character; the Planning Plan before the municipal or district councils, composed of a series of technical plans, which together make up the POT, and with it, the specific topic that concerns us as it is, the urban compensations, for better ease the area of study was the City of Barranquilla. of the neighborhood Villa Carolina Edificio el Pantheon - apartments 105 to 307 of Barranquilla
