Summary:	Venezuelan migration in the last four years has been increasing exponentially and among the reasons given by migrants we find humanitarian and economic issues. However, if we analyze the social, political and economic situation that the neighboring country is going through, we find that it all comes down to a humanitarian emergency, with the understanding that its citizen find no other option to stay safe than to leave their country. That is why it is a great challenge for receiving societies not only to receive them, to identify then in the exercise of national sovereignty that in humanitarian matters manages to yield to give rise to the humanitarian response, but in how to guarantee foreigners the same rights and duties of a national, in application of the constitutional mandate. Colombia is a rich but poorly managed country, and it has been poorly manages for centuries: internal problems such as war and now corruption have revealed a serious problem of ethical values both in society and in the Entities, and those who have always suffered the consequences its inhabitants are clamoring for basic services that do not cover the entire national territory, they are clamoring for social justice, a struggle that Colombia has wages in much of its history. Today, Colombia faces one more dilemma and that is to welcome thousands of Venezuelan migrants who have been fleeing their country in search of meeting their most basic needs such a as health, food, education, Colombia opened its borders in defense of International Humanitarian Law, requested resources from international organizations for the same purpose, and it is in this internal articulation of institutions and entities that the country´s response capacity is tested and in answering the question of whether the country is prepared to assume an important social burden of foreing citizens when nationals have historically struggled to receive exactly the same: health, food, education, opportunities to emerge, the same that migrants bring. The Gobernación del Atlántico has had a series of strategies to respond to certain needs brought by the Venezuelan migrants who chose Barranquilla and Atlántico as their new home, the purpose of which, as the National Government has promoted, has been to integrate them into the society, however, we will see that are certain limitations.
