Due to its geographical position and socio-natural resources, the Colombian department of La Guajira has strong potential to develop ecological and cultural tourism. The aim of this research was to analyze the tourist activity in La Guajira and to design an innovation model (MITEC) for sustainable development and management of ecological and cultural tourism. The research is projective, based on the holopractic method. Descriptive techniques were used to make a diagnosis of tourism in La Guajira. Likert surveys were designed to collect primary data during August-November 2021 period. Secondary data was obtained through a documentary review of research articles and institutional documents. In this research 74 tourism service providers, 22 residents of the area of influence of the ecological and cultural attractions, 24 tourists, eight decision-makers, and twelve experts in tourism innovation were surveyeds. Results were processed using descriptive statistics and content analysis. Elements of innovation and sustainable development of ecological-cultural tourism were measured. Finally, a synergistic innovation model was proposed. MITEC is made up of six categories and twenty-three variables validated using a Delphi panel. MITEC was developed in four phases, 16 stages. The model contains strategic guidelines to promote public participation of tourism and stakeholders in the management of destination innovation. MITEC let to promote cultural elements and ecological values of the region. This model also contributes to the achievement of the sustainable development goals for the 2030 Agenda for the department of La Guajira. |

The aim of this research was to analyze the tourist activity in La Guajira and to design an innovation model (MITEC) for sustainable development and management of ecological and cultural tourism. The research is projective, based on the holopractic method. Descriptive techniques were used to make a diagnosis of tourism in La Guajira. Likert surveys were designed to collect primary data during August-November 2021 period. Secondary data was obtained through a documentary review of research articles and institutional documents. In this research 74 tourism service providers, 22 residents of the area of influence of the ecological and cultural attractions, 24 tourists, eight decision-makers, and twelve experts in tourism innovation were surveyeds. Results were processed using descriptive statistics and content analysis. Elements of innovation and sustainable development of ecological-cultural tourism were measured. Finally, a synergistic innovation model was proposed. MITEC is made up of six categories and twenty-three variables validated using a Delphi panel. MITEC was developed in four phases, 16 stages. The model contains strategic guidelines to promote public participation of tourism and stakeholders in the management of destination innovation. MITEC let to promote cultural elements and ecological values of the region. This model also contributes to the achievement of the sustainable development goals for the 2030 Agenda for the department of La Guajira.El departamento colombiano La Guajira, por su posición geográfica y recursos socio-naturales, tiene potencialidades para desarrollar el turismo ecológico y cultural. Esta investigación tuvo como objetivos analizar la actividad turística en La Guajira y proponer un modelo de innovación (MITEC) que favorezca el desarrollo sostenible y la adecuada gestión del turismo ecológico y cultural. La investigación es de tipo proyectiva, sustentada en el método holopráxico. En su desarrollo se emplearon técnicas descriptivas para realizar un diagnóstico del turismo en La Guajira. Se diseñaron encuestas Likert para recolectar datos primarios durante el periodo agostonoviembre de 2021. Los datos secundarios se obtuvieron mediante extracción documental de artículos de investigación y documentos institucionales. Se encuestaron 74 proveedores de servicios al turismo, 22 residentes de la zona de influencia de los atractivos ecológicos y culturales, 24 turistas, ocho tomadores de decisiones y doce expertos en innovación turística. Los resultados se procesaron usando estadística descriptiva y análisis de contenido, midiendo los elementos de innovación y desarrollo sostenible del turismo ecológico-cultural. Finalmente, se propone un modelo de innovación sinérgico, compuesto por seis categorías y veintitrés variables validadas mediante panel Delphi. MITEC fue desarrollado en cuatro fases y 16 etapas, y contiene lineamientos estratégicos para promover la participación de los actores del turismo en la gestión de la innovación del destino y la promoción de los elementos culturales y valores ecológicos de la región.
