Summary:Educational quality is the result of multiple elements and the relationship between them within an academic and social context that differs and is specific to each population studied. This analysis has been promoted by the Colombian Institute for the Promotion of Higher Education (ICFES) since 2010. This entity has analyzed the relationship between different variables that can give a much more real framework of the academic situation of an institution, locality, city or country. The students of the district of Santa Marta must improve their labor and social opportunities. This city is still in the last places in the quality classification carried out by the Colombian state, although the Secretary of Education must dictate policies, it is the school institutions that are called to structure spaces that project citizens to live in a better world. It is an imperative task of those who manage educational institutions to understand that the multidimensionality of education must be approached from certain diagnoses, with constituted and formalized processes. In this research, which is the first of its kind in the city of Santa Marta, the impact of performance in the SABER 11 2019 tests is analyzed in relation to individual student factors, in the same way the characteristics and interaction of educational institutions are described, which in this case are the context in line with the diagnosis of educational Quality in the district of Santa Marta. Although quality processes must be formalized, it is also true that they must start from a diagnosis of the environment, the proposal of this research is to recognize which elements contribute or not to school performance in order to serve as a starting point for general and particular institutional processes of improvement of educational quality. The relevance of this research is to support the understanding of the problem of differences in the results of state tests and their possible reasons. Therefore, the results of this analysis may be useful for the formulation of public policies aimed at correcting the current imbalances. The purpose of this research is to highlight the need to develop strategies for the production of information and analysis that make it possible to recognize levels of explanation and intervention by the academic community, with the aim of providing inputs and triggering actions appropriate to the specificities of the local order, at the level of micro-areas, In order to develop this qualitative analysis of the data, information from data sources such as ICFES and SIMAT is taken as input, based on individual factors such as age and sex, as well as the socioeconomic level of both students and educational institutions. As a dependent variable, the performance in the SABER 11 tests is taken into account.
