Summary:The purpose of this research work is to describe the perception of the young students of 11 of the Student Citadel school about the concept of Cultural Citizenship proposed by the author in Communication Rossana Reguillo. Initially and in a general way, a review of the concepts of Citizenship, Citizen Participation and how a historical level has produced youth in the construction scenarios of the city they inhabit, is also investigated for the importance of New Technologies as the Social Networks and Internet in the construction of youth spaces. For many years the youths have been seen as subjects in denial, apathetic about politics and without decision-making power until they reach the age of majority, which, added to the politicians of traditional politics, have deprived the youth category of being seen as active subjects with construction possibilities from their tastes and interests. Data were taken through use and consumption surveys in Social Networks and focus groups that allow us to see how young people see the concept of Cultural Citizenship, as well as their ability to be citizens and carry out citizen participation from the tools that have their reach.
