Summary:The main goal was aimed to develop the strategic plan systems of information for Secretaria de Control Urbano y Espacio Público of the Alcaldía Distrital de Barranquilla which contains a portfolio of needs and requirements concerning systems need on the office in order to get the strategic goals. Once the start of the project is worked on the analysis of the environment of the office from several view points: internal to the department, internal organization and external to the organization. We worked on the analysis of the weaknesses by observation, direct interviews with officials and analysis from the early retrosprectivo IDUC before centralized in the Municipality of Barranquilla. methodological support is decided in the COBIT framework (Version 4) as a guide when choosing certain tools or processes whole for the governance of information technology. It is part of the Plan and Organize, PO1 thread that defines a strategic plan. We conclude that the diagnosis made in the internal audit staff of the Department of Urban and Public Space Control by the research group of this project, and the literature review allowed to define a tentative approach with which it may issue a further opinion substantial, in less time at a reasonable cost
