El Consejo comenzó a funcionar en junio de 2006 y recibió como desafíos la tarea de construir un órgano más eficiente con base en los logros de la Comisión, superando los problemas que ésta padecía,  principalmente en lo que concierne al exceso de parcialidad en las decisiones (“politización”). El nuevo órgano fue pensado para significar un avance respecto a su antecesora en varios sentidos, tales como su mayor visibilidad política, la mayor frecuencia con que se reúne, la existencia de procedimientos para la elección y manutención de sus miembros y, principalmente, la introducción de un nuevo mecanismo conocido como “Examen periódico universal”. El objetivo de este artículo es describir esta transición institucional, contextualizándola en el proceso de reforma de las Naciones Unidas, describiendo el nuevo órgano desde una perspectiva comparada con la Comisión y comentando los principales hechos que marcaron su primer año de funcionamiento.

The Council started to work in June 2006 and had the challenge to build on the Commission’s strengths overcoming the problems it had, mainly related to the excess of bias and double standards (“politization”) in its work. The new body was thought to mean an advance in relation to its predecessor, with novelties such as enhanced political visibility, the greater frequency of the sessions, the provision of procedures for the election and maintenance of its members and above all the introduction of a new mechanism known as “Universal Periodical Review”.
