RASCH se ocupa en particular de la idea reciente según la cual estaríamos presenciando una transformación capital en la estructura de la guerra, con resultados imprevisibles en el campo de las relaciones internacionales y el derechointernacional del siglo XXI. Al hacerlo, redescubre la conexión entre estas transformaciones supuestamente recientes y la “guerra de bombardeo” o bombenkrieg de la II Guerra Mundial, y su ambigua recepción por una estructura de comunicación mediática complaciente. Como resultado de lo anterior, el lector se encuentra a sí mismo a caballo entre Bagdad o Putumayo, y Dresde o Berlín con sorprendentes e inquietantes consecuencias. Se publica aquí, con permiso del autor, a la manera de una advertencia frente a los debates sobre guerra y paz que hoy tienen lugar en Colombia. In this brilliant essay, WILLIAM RASCH traces current ideas about global war to their first installment in the post-war climate of occupied Germany. RASCH takes issue, in particular, with the current transformation in the nature of war —so called zero casualties war or war at a distance—, hailed as the most important transformation in the field of international relations and international law in the 21st century, and rediscovers its articulation with the carpet bombing (bombenkrieg) of World War II and its reception by an all too complacent media. As a result, the reader finds him/herselftraveling back and forth between Baghdad or Putumayo and Dresden or Berlin, with unsettling consequences.
