Los autores están convencidos que la reelección inmediata puede llegar a ofrecer importantes ventajas a los sistemas políticos locales. Sin embargo, luego de una revisión de lo acaece en otros países y en los municipios y departamentos colombianos, y de la aplicación del enfoque del análisis de políticas públicas y de los enfoques neoinstitucional y sistémico, concluyen que de establecerse la reelección inmediata se tienen que tener en cuenta tres cuidados especiales para evitar el fracaso de la política pública. El primero, los hacedores de la política pública deben consagrar en el texto constitucional una implementación gradual, comenzando por los municipios y departamentos que estén más preparados para asumir el cambio. Segundo, la reelección inmediata no debe ser permitida para los gobernantes locales que estén ejerciendo el poder al momento de su aprobación sino a los futuros gobernantes. Aplicando el enfoque neoinstitucional, y los postulados de RAWLS sobre el velo de la ignorancia, se sostiene que entre más alejados de su diseño e implementación estén los hacedores de la política pública y sus copartidarios, el diseño constitucional será más justo. Finalmente, el tercer cuidado implica que paralelamente a la reelección inmediata se deben establecer una serie de dispositivos para garantizar las ventanas y prevenir los riesgos de esta nueva institución local. This article presents a prospective analysis of the public policy that seeks the modification of the Colombian Constitution to allow that the alcaldes and gobernadores who are in office seek their reelection. The authors sustain that this new figure will offer important advantages to the local political systems. However, they conclude with three recommendations to avoid the failure of the policy. Firstly, policy makers should order a gradual implementation by starting with those municipios and departamentos that show better conditions to assume the change. Secondly, the reelection must no be allowed to those authorities that are in office at the moment of the approval of the constitutional amendment.
