La conciencia sobre la conservación y el uso adecuado del agua está cada vez más presente en los planteamientos de desarrollo de las ciudades. En el caso de Bogotá, a menudo los cuerpos de agua como ríos y humedales se entienden y relacionan como espacios residuales, focos de contaminación e inseguridad. En la localidad de Fontibón, la alteración medioambiental y el desequilibrio urbano, que se han venido consolidando en los sectores que rodean y confinan al Humedal Capellanía, allí, el desarrollo emergente y asincrónico de fragmentos urbanos con actividades divergentes (industria, servicios, vivienda) e interacciones multiescalares, soportadas por infraestructuras de movilidad de alto impacto, entre ellas la proyectada Avenida Longitudinal de Occidente, han ido confinando, reduciendo y alterando, hasta el deterioro, el sistema ambiental del humedal. Esta alteración medioambiental y el desequilibrio urbano producido por la fragmentación funcional del territorio y la ausencia de soportes de articulación intersectorial, devienen en condiciones negativas que obstaculizan el potencial de desarrollo de esta zona del occidente de la ciudad. La intervención urbana para la articulación integral urbano-ambiental del Humedal Capellanía en la localidad de Fontibón tiene como fin superar la situación de desvinculación del territorio y desalterar medioambiental y urbanamente el desequilibrio entre estos dos elementos que se han venido consolidando en sectores que rodean y confinan al Humedal Capellanía. Estos desarrollos emergentes se verán consolidados en una propuesta que une los fragmentos urbanos con actividades y espacios para hacer todo una gran pieza de toda la ciudad. La propuesta se hace orientada como un desarrollo urbano integral dirigido tanto a las variables urbanas, sociales y de gestión; pero con un énfasis en el ámbito ambiental. |

In the case of Bogotá, water bodies such as rivers and wetlands are often understood and related as residual spaces, sources of pollution and insecurity. In Fontibón (Bogotá), the alteration of the environment and the urban imbalance, which have been consolidated in the sectors surrounding and bordering of the Capellanía Wetland, there, the emergent and asynchronous development of urban fragments with divergent activities (industry, services, housing) and multi-scale interactions, supported by high-impact mobility infrastructures, among them, the Longitudinal Avenue of the West (ALO), have been confining, reducing and altering, until the deterioration, the environmental system of the wetland.
