En el departamento del Meta, los municipios donde se concentran el mayor número de víctimas son los siguientes: la ciudad de Villavicencio con 5.220 víctimas, correspondientes al 17.97% del total de víctimas, en Granada 3.446 personas, correspondientes al 11.2%, Vista hermosa con 3.196 de víctimas, correspondientes el 10.40%, Puerto Rico, Acacias y Mesetas representan el 15.38% del total. Los hechos que tienen mayor número de incidencia en víctimas afectadas son el homicidio (46%), desaparición forzada (16.56%) y secuestro (6.2%). En el año 2011 se promulgó la Ley 1448 del 2011, también llamada Ley de Víctimas o de Restitución de Tierras, la cual le garantiza a la víctima el derecho a que se le devuelva el predio del cual fue despojada a causa del conflicto armado. Esta ley incluye la indemnización, reparación, satisfacción y garantías de no repetición (Unidad para las Víctimas, 2018) El presente reportaje intenta describir cómo se ha llevado a cabo la implantación de la Ley 1448 del 2011 en el Meta y si la Unidad de Víctimas y de Restitución de Tierras ha cumplido con sus objetivos de reparación y no repetición para las víctimas. A través de entrevistas con personas autodeclaradas como víctimas, este reportaje intenta dar cuenta del proceso que dichas personas han vivido de cara a ser cobijadas por la Ley 1448. |
