La cifra total de migrantes venezolanos en Colombia para la fecha se aproxima a un millón ochocientos mil. Según estudios realizados por la ANDI de la mano con la Fundación Corona en el año 2020, el sistema de salud y pensión refleja que solo cerca del 9 % han encontrado empleo formal. Según este mismo estudio, el 60 % de esta población está entre los 18 y 59 años de edad. Por regla general, todas estas personas estarían en edad de trabajar, es decir, en el sistema habría un déficit de empleo para el 51 % restante (F. ANDI, ANDI, F. Corona, USAID-Colombia, ACDI; 2021) Es una situación preocupante, porque si bien puede haber otro gran porcentaje de personas trabajando informalmente, tanto estos trabajadores informales como los desempleados al estar fuera del Sistema de Seguridad Social, están desprovistos de garantías básicas para recibir asistencia si lo llegaren a necesitar. Adicionalmente, la llegada de esta migración en masa tiene implicaciones sociales, económicas y fiscales para Colombia. Por lo anterior, se pretende estudiar los beneficios de la inclusión de esta población al Sistema laboral formal, especialmente al Sistema de Seguridad Social. Este trabajo, en primer lugar, realiza un análisis estadístico y cualitativo sobre la población migrante venezolana. En segundo lugar, expone cronológicamente el marco normativo adoptado para hacer frente a la situación a lo largo de los últimos años y a su vez ejecuta un análisis detallado de la más reciente de estas medidas, que es el Estatuto Temporal de Protección a Migrantes Venezolanos. Posteriormente, mediante un abordaje cualitativo se presentan datos recopilados de entrevistas semiestructuradas efectuadas a migrantes venezolanos divididos en dos perfiles socioeconómicos distintos. Estas entrevistas tuvieron como objetivo explorar las necesidades actuales de esta población y poner en evidencia por qué a pesar de las acciones desplegadas siguen haciendo falta temas por tratar y medidas por tomar. Los resultados evidencian (1) la importancia de que los migrantes venezolanos hagan parte del Sistema de Seguridad Social (2) cómo la política migratoria actual materializada en el Permiso de Protección Temporal facilita este proceso y (3) fallas y necesidades dentro del proceso de integración que aún es necesario abordar. |
