El presente artículo constituye un avance de los resultados del proyecto de investigación denominado “Precisiones Constitucionales sobre el Proceso Legislativo en Colom- bia”, desarrollado dentro del Componente de Desarrollo Institucional por la Línea de Tendencias y Perspectivas del Derecho Administrativo del Grupo de Investigaciones en Derecho Público de la Facultad de Jurisprudencia de la Universidad del Rosario. The Constitutional Court in its pronouncements has been responsible for defining the scope of the legislative initiative, setting the legal concept of this constitutional allocation and narrowing the exercise by their owners, mainly members of the Congress, the National Government, particularly with regard to tabling bills its sole initiative, and the popular initiative legislation.
