Summary:In the public institutions of the Colombian State, a group of projects, strategies or related services directed towards the achievement of specific objectives is called a public program. Generally, public programs are sectoral in nature and are aligned with government policies and plans. In public entities, different evaluation methodologies are currently applied that may vary from one administration to another and within the Entity from one program to another, so it is appropriate to unify and analyze the impact that variations may have on the effectiveness and efficiency of the programs and even the correlation between the public notion of the program and the technical or standardized notions, such as those of the Project Management Institute (PMI). Like the projects, public programs should be evaluated in their different stages, areas of control (process, product, result) and dimensions (efficiency, efficiency, economy), being key in the performance of state programs both the organizational management forms and management, as the links established between the management of the program and organizational management. To describe this dynamic and its impact on the results of government programs, it is considered pertinent to determine the organizational areas and processes that are involved in the management of a public program. The central question that allowed to align the design and development of the project presented here is: how, within public institutions, evaluate the management of a long-term national program? It should be noted that it was understood here as a long-term public program, executed during different government periods, which increases the risk of receiving budget allocations and variable implementation mechanisms from one period to another. It is important to note that the problem analyzed in this project falls within the research field of project evaluation, a term that within the thesaurus of UNESCO is assigned to the field of project management, with management as a related term. In terms of scientific methods, the project is part of the field of benchmarking, called in English Benchmarking, which in this project was made to the systematic evaluation of actions and methods against a benchmark within a continuous improvement approach .
