Summary: | The General Participation System (SGP) is evaluated since its creation based on the process of decentralization of power in Colombia. To arrive at the terms of freedoms, capacities and opportunities defined by Amartya Sen, an index of social inequality is elaborated taking indicators of social expenditure in order to characterize the 32 departments and Bogotá. In this way, the social inequality between these departments can be estimated and the gaps in social inequality in the country can be assessed. With these data, it is possible to carry out a convergence process to establish if there is any kind of confluence between the government transfers represented in the SGP that helps reduce social inequality. |
