La primera etapa se realiza una revisión de la literatura frente a los temas de proyectos CNS/ATM, la gestión de los riesgos y el marco jurídico de la contratación pública colombiana, se continua con la etapa de recopilación de datos e información primaria acerca de los proyectos CNS/ATM de la Unidad Administrativa Especial de Aeronáutica Civil (UAEAC), y se realiza una etapa de análisis cualitativo y cuantitativo de la información recopilada con el fin de diseñar la propuesta de dos instrumentos metodológicos para la gestión del riesgo en el proceso de contratación en los proyectos
