In Bogotá, even though regulations establish that 25% must be harnessed, only 17% is achieved. To obtain rates as high as the global ones, a CDW diagnosis in works is run and policy instruments that would allow the application of a circular economy concept as opposed to a linear economy are determined. It is found that economic and informative instruments are the most popular worldwide and the most requested at the national level, in comparison to regulatory instruments which currently prevail in Bogotá. Likewise, the literature highlights prevention actions and the national context prefers recycling and disposition actions.

Muchas iniciativas para aumentar el reciclaje de RCD y el hormigón con áridos reciclados han fracasado o no han cumplido los objetivos, debido a la falta de una buena gestión. En Bogotá, aunque la normativa establece que se debe aprovechar el 25%, sólo se consigue el 17%. Para obtener índices tan altos como los globales, se realiza un diagnóstico de RCD en las obras y se determinan los instrumentos de política que permitirían aplicar el concepto de economía circular frente a la economía lineal. Se encuentra que los instrumentos económicos e informativos son los más populares a nivel mundial y los más solicitados a nivel nacional, en comparación con los instrumentos normativos que actualmente prevalecen en Bogotá.
