Los problemas de la infraestructura vial, que en Colombia tienen hoy características de crisis y amenazan con riesgos que van desde el deterioro constante de toda actividad económica hasta la posibilidad de un colapso de graves efectos, son comunes a muchos países que se hallan en un nivel de desarrollo similar al de Colombia. Hacía falta un nuevo esfuerzo investigativo, analítico y de planteamientos prácticos que, desde ópticas eficaces y no comprometidas, desentreñara factores ocultos y determinantes de esta problemática y propusiera soluciones efectivas a cuestiones identificadas como causas de la situación enunciada. Tal fue el propósito del Centro de Estudios Económicos de la Escuela Colombia de Ingeniería al emprender el estudio, cuyas consideraciones, método, evaluaciones y conclusiones son el contenido de la presente obra, dirigida a los interesados en la infraestructura vial y obras civiles análogas, es decir, el sector gubernamental, las empresas constructoras, el sector financiero, los profesionales de la ingeniería, el medio académico y todos aquellos que se sientan llamados a comprender los problemas importantes del país y sus posibilidades de solución. |

A new investigative, analytical effort and practical approaches were needed that, from an effective and non-compromising perspective, would unravel hidden and determining factors of this problem and propose effective solutions to issues identified as causes of the stated situation.
