description El objetivo de esta investigación es analizar cómo los Estados limitan la construcción de la Gobernanza Global de Refugio y Asilo, a través del ejemplo de ACNUR en Pakistán y Kenia. A partir de un marco de análisis basado en el realismo ofensivo se evaluó cómo el mandato de esta Agencia de Naciones Unidas, pese a tener una vocación universalista desde hace varias décadas, carece tanto de autonomía como de competencias suficientes para sobrepasar la negociación de la política del poder estatal. El esquema de la Gobernanza Global del Refugio y Asilo se torna entonces en un escenario formal de interacción política, sin soluciones duraderas a la situación de solicitantes de asilo y refugiados, mientras que el problema humanitario persiste e, incluso, aumenta.

From an analytical framework based on offensive realism, it was evaluated how the mandate of this United Nations’ Agency, despite of having a universalist vocation for several decades, lacks both autonomy and sufficient powers to overcome the political negotiation of the State power.
