description	RESUMEN El presente artículo académico analiza el impacto de los flujos migratorios desde Siria y la ex –Yugoslavia hacia Alemania en la construcción de medidas de seguridad conjunta sobre refugio y asilo en la Unión Europea entre 1997 y 2013, hoy congregados alrededor del sistema de Dublín. De fondo este análisis destaca cómo los Estados actúan a través de las Organizaciones Intergubernamentales tomando como base la teoría del Intergubernamentalismo Liberal. En últimas, el caso alemán evidencia que el modelo de gestión intergubernamental parece prevalecer aún hoy, dando cuenta tanto de las limitaciones del proceso de integración europeo, como de la prevalencia y adaptabilidad de los intereses nacionales en múltiples escenarios de la política internacional hoy.

De fondo este análisis destaca cómo los Estados actúan a través de las Organizaciones Intergubernamentales tomando como base la teoría del Intergubernamentalismo Liberal. En últimas, el caso alemán evidencia que el modelo de gestión intergubernamental parece prevalecer aún hoy, dando cuenta tanto de las limitaciones del proceso de integración europeo, como de la prevalencia y adaptabilidad de los intereses nacionales en múltiples escenarios de la política internacional hoy.This academic article analyzes the impact of migratory flows from Syria and the former Yugoslavia to Germany in the construction of joint security measures about refuge and asylum in the European Union between 1997 and 2013, now gathered around the Dublin system. In the background, this analysis highlights how States act through Intergovernmental Organizations based on the theory of Liberal Intergovernmentalism.
