It argues that, like other more structured social movements in the region, squatters were affected by neoliberal reforms and democratization in the past decades of the twentieth century. It focuses particularly on the role of two political opportunities stemming from democratization, namely electoral competition and decentralization. While the first one gave squatters influential allies, the second one opened institutional access for them. Yet, not all squatters were equally endowed to seize those opportunities. Those with more political networks, organizational experience, and better socioeconomic conditions were better able to use those opportunities to seize land, plan their neighborhoods, and get goods and services for them. Based on quantitative and qualitative data on land seizures and neighborhood histories, respectively, the article argues for an interactive theory of mobilization that considers both hardships and political factors to understand squatting.application/pdfhttps://doi.org/10.1007/978-94-017-9912-6_15ISBN: 978-94-017-9911-9EISBN: 978-94-017-9912-6https://repository.urosario.edu.co/handle/10336/26443engSpringer Nature220205Handbook of Social Movements across Latin AmericaHandbook of Social Movements across Latin America, ISBN: 978-94-017-9911-9 ; EISBN: 978-94-017-9912-6 (2015); pp.205-220https://link.springer.com/chapter/10.1007%2F978-94-017-9912-6_15Restringido (Acceso a grupos específicos)http://purl.org/coar/access_right/c_16ecHandbook of Social Movements across Latin Americainstname:Universidad del Rosarioreponame:Repositorio Institucional EdocURCivil societySocial MovementMunicipal governmentUrban poorElectoral competitionSquatters and Politics in Montevideo at the Turn of the CenturyLos okupas y la política en Montevideo en el cambio de siglobookPartParte de librohttp://purl.org/coar/version/c_970fb48d4fbd8a85http://purl.org/coar/resource_type/c_3248Álvarez-Rivadulla, María José10336/26443oai:repository.urosario.edu.co:10336/264432021-06-03 00:51:04.442https://repository.urosario.edu.coRepositorio institucional EdocURedocur@urosario.edu.co
