Este artículo presenta una propuesta de modelo conceptual para las administraciones públicas que permite analizar el nivel de capacidad de gestión de TI como facilitador de ciudades inteligentes desde un enfoque multidimensional y dinámico que tenga en cuenta los aspectos tecnológicos, institucionales y de innovación. El modelo incluye cinco dominios (estrategia de gobierno electrónico, innovación pública, gestión de datos, servicios de TI e Infraestructura) que se describen en términos de áreas de dominio clave, objetivos y preguntas. El modelo fue validado conceptualmente con cuatro oficinas de TI en Colombia y se desarrolló una prueba piloto en el departamento del Atlántico. Se obtuvo un perfil de las capacidades de gestión de tecnología de la información a partir de datos públicos del Ministerio de TIC en Colombia. |

The model includes five domains (e-government strategy, Public Innovation, Data Management, IT Services and Infrastructure) that are described in terms of key domain areas, objectives and questions. The model was conceptually validated with four IT offices in Colombia and a pilot test was developed in the Atlantic department.
