Desde la entrada en vigencia del “Plan Especial de Protección” (SPP), herramienta de gestión territorial, en la ciudad de Santa Marta, la gestión para la supervivencia y revitalización del centro histórico contrasta con la realidad de las intervenciones en el territorio central de esta ciudad a la luz de la propuesta de gestión elaborada por la SPP de 2005. Esta investigación exploratoria y documental utiliza datos cualitativos para examinar el impacto de las obras del espacio público y de los edificios patrimoniales. Dicha investigación se desarrolló a partir de la trazabilidad de procesos de diagnóstico, procedimientos normativos y verificación con visitas de campo al “territorio”. Contrasta la propuesta de intervención concluyente con la gestión integral. El resultado es un incremento en la mejora del espacio público y puesta en valor de las edificaciones patrimoniales en el contexto actual del distrito turístico, cultural e histórico. Se mejoró la relación del espacio público donde se generaron más de 30.000 m2 entre plazas, parques y andadores peatonales, aumentando significativamente el indicador de metros cuadrados por habitante con los consiguientes beneficios para la comunidad por la promoción de sinergias socioeconómicas para el desarrollo local y la supervivencia de los recursos patrimoniales del centro histórico |
