Los EE.UU. mantienen sus niveles de consumo recibiendo parte del valor producido por los otros países. Contrasentido muy grande, el país más rico, es subvencionado con el ahorro del resto del mundo. Observamos que el capital financiero transnacional es una aspiradora de la riqueza producida por el resto del mundo y por ende esta se concentra en pocos y en una región o regiones conocidas del globo. La deuda externa hace parte de este nuevo mecanismo de captación de la riqueza del mundo. Los países de la América Latina en 1982 tenían una deuda externa de 780 mil millones de dólares, la que continúo creciendo los siguientes años hasta llegar en 1987 a la suma de un billón trescientos mil millones y creció exageradamente entre 1990 y 1993. En este último año llegó a un billón seiscientos mil millones de dólares. En América Latina en 1993 la deuda externa representaba un 41% de PNB, en Asia el 29.4% y en África el 71.4%. |

A very big contradiction, the richest country is subsidized with the savings of the rest of the world. We observe that transnational financial capital is a vacuum cleaner of the wealth produced by the rest of the world and therefore this is concentrated in a few and in a known region or regions of the globe. The foreign debt is part of this new mechanism for attracting the world's wealth. The countries of Latin America in 1982 had an external debt of 780 billion dollars, which continued to grow in the following years until reaching the sum of one trillion three hundred billion in 1987 and grew exaggeratedly between 1990 and 1993. In the latter year reached one trillion six hundred billion dollars.
